Usage is not exclusivity and neither is included in the base rate. The base buys the video for organic use. Running it as an ad is a license, renting your face has a term and a price. Locking you out of a category is a bigger ask, so it costs more. When a brand says "our budget is $150 all-in," the answer is a smaller scope, not a smaller rate.
